Sison re-established the Communist Party of the Philippines (CPP) along Maoist lines, breaking from the old Partido Komunista ng Pilipinas. The CPP launched a protracted people's war against the Philippine state, becoming one of Asia's longest-running insurgencies.
Sison established the New People's Army (NPA) as the armed wing of the CPP. The NPA began guerrilla operations in rural areas, targeting government forces and infrastructure. The group has been designated a terrorist organization by the Philippines and the US.
Sison was arrested by the Marcos regime and imprisoned for seven years. During his detention, he continued to direct the CPP/NPA through written orders smuggled out of prison. He was released in 1986 after the People Power Revolution.
After the 1986 revolution, Sison went into self-exile in the Netherlands. From there, he continued to lead the CPP/NPA, issuing directives and negotiating peace talks with the Philippine government. He remains in exile as of 2024.
Basayev led a raid on the Russian town of Budyonnovsk, taking over 1,000 hostages in a hospital. The crisis ended with a negotiated settlement that allowed him to return to Chechnya. This attack demonstrated Chechen reach into Russia.
Basayev led Chechen and Islamist fighters into Dagestan to support local rebels. This invasion triggered the Second Chechen War as Russia responded with a full-scale military campaign. The invasion failed to gain local support.
Basayev orchestrated the Moscow theater hostage crisis, where Chechen militants took 850 people hostage. Russian forces ended the siege with gas, killing 130 hostages. The attack increased international condemnation of Chechen rebels.
Basayev planned the Beslan school siege, where militants took over 1,100 people hostage. The siege ended in a bloody assault, resulting in 334 deaths, mostly children. This attack was widely condemned globally.
Basayev was killed in Ingushetia when a truck loaded with explosives detonated. Russian intelligence claimed responsibility. His death removed the most prominent Chechen rebel commander.
Each figure is scored on 6 dimensions (0—100 scale) based on structured historical data: Military (10%), Political (20%), Influence (20%), Legacy (20%), Leadership (15%), Strategy (15%). The weighted total produces the final ranking.
Scores are computed from structured sub-indicators in the database. Scale factors adjust for era (Ancient ×0.85, Modern ×1.0) and civilization size (Eastern ×1.05, Other ×0.80) to account for differences in population and military scale.
Comparisons are limited to 2—3 figures to ensure readability and statistical meaningfulness.
±5 points per dimension — Sub-scores are derived from historical records with inherent uncertainty. Two figures within 5 points on a dimension should be considered roughly equivalent in that area.
±3 points overall — The weighted combination of 6 dimensions produces a total score with approximately ±3 points of uncertainty. Differences of less than 3 points are not statistically significant— the figures are effectively tied.
Basayev wasn't just a terrorist; he was a guerrilla genius who turned Chechnya into Russia's Afghanistan. The 1995 Budyonnovsk hospital raid forced Moscow to negotiate—proof that asymmetrical warfare works when you have balls and local support. Sison typed manifestos from a safehouse in Utrecht. Basayev bled in the mountains. That's the difference between a revolutionary and a desk jockey.
Let's compare kill counts: Basayev's Beslan school siege (2004) killed 334 civilians, mostly children. Sison's NPA has roughly 40,000 attributed deaths over fifty years—but 90% are military targets or informants. Math doesn't lie. One targeted soft power and called it war; the other targeted soft bodies and called it revolution. Which legacy would you rather defend?
Stop romanticizing Basayev. The man blew up apartment buildings in Moscow (1999) to provoke a war that killed tens of thousands. He admitted it in a 2005 interview. Sison never bombed a nursery school. One was a nihilist who burned everything for a lost cause; the other was a patient strategist who built institutions. Call me a centrist, but there's a moral line between attacking soldiers and attacking sleep.
