Caesar created the Julian calendar, reformed provincial governance, and stabilized the grain supply. Konaré fiddled while ethnic tensions simmered. The irony is Caesar’s centralized reforms lasted centuries longer than Mali’s fragile “democracy.” Sometimes an iron fist is better than a wooden box with no structure behind it.
