Shuttarna I established the Mitanni kingdom in northern Mesopotamia, uniting Hurrian tribes under his rule. He created a centralized state with its capital at Washukanni, laying the foundation for the Mitanni Empire.

Shuttarna I led military campaigns into northern Syria, conquering territories from the Euphrates to the Mediterranean coast. He established Mitanni control over key trade routes and city-states.
