Gogukcheon of Goguryeo

Gogukcheon formalized a state-run grain loan program to provide seeds and food to peasants during planting and famine seasons. This reduced usury by private lenders, increased agricultural productivity, and strengthened the crown's bond with the common people.

Gogukcheon reorganized the central government, creating new ministries and appointing officials based on merit rather than birth. This reduced the power of hereditary nobles and improved administrative efficiency.

Gogukcheon encouraged the study of Confucian texts and established a royal academy to educate officials. This introduced Confucian ideals of governance to Goguryeo, influencing its legal and administrative systems for generations.
