Feodor III of Russia

Feodor III ordered the construction of a fleet of warships on the Caspian Sea to protect Russian trade routes and project power against Persia and the Crimean Khanate. The ships were built at the Dedinovo shipyard, marking an early step in Russian naval development.

Feodor III abolished the mestnichestvo system, which had determined noble ranks and appointments based on ancestry rather than merit. The reform, supported by the boyars, allowed the tsar to appoint officials based on ability, modernizing the Russian state and military.

Feodor III ordered a new census and tax reform to improve fiscal administration and military conscription. The reform aimed to replace the household-based tax system with a poll tax, but his early death prevented full implementation, which was later completed by Peter the Great.
