Tevita Unga

Tevita Unga assisted King George Tupou I in drafting and implementing Tonga's first written constitution, which established a constitutional monarchy with a parliament and legal code. The constitution was modeled on Western systems but adapted to Tongan traditions.

King George Tupou I appointed Tevita Unga as the first Prime Minister of Tonga, establishing the office as part of the constitutional reforms. Unga was the king's son and heir, and his appointment formalized the executive role in the new constitutional government.

Unga negotiated a treaty of friendship and commerce with the German Empire, securing Tonga's sovereignty and trade relations. The treaty recognized Tonga as an independent state and established diplomatic relations, helping to protect Tonga from colonial annexation.
